During the Planning Process the Project Management Plan is developed. This process also identifies and defines the project scope and the project cost, and schedules the project activities that occur within the project.

The Project Manager develops the Project Management Plan that is subject to approval by the Project Sponsor

In this phase the Project Manager defines:

• Scope
• Deliverables
• Work Breakdown Structure (WBS)
• Costs
• Quality
• Resources
• Communications
• Risk
• Procurement
• Project Organization

The next step is to create or modify the Project Management Plan
